I'd do just:
# \DeclareLATEXClass[book]{UIUC Thesis Class}
to start. You can add the other back if you need to do so. It may also
need to be:
# \DeclareLATEXClass[book,uiucthesis]{UIUC Thesis Class}
in that order. I'm not sure.
# UIUC Thesis textclass definition file.

# Transposed by
# Heavily modifed and enhanced by serveral developers.
