I have committed an implementation of this, but it doesn't do literally
what was asked.
I added a bounce_notify_owner_on_bounce_increment setting on the Bounce
processing page to forward those bounces which increment a member's
score, but don't result in a disable or probe. Bounces which cause
disable are already forwarded if bounce_notify_owner_on_disable is Yes,
so what is not forwarded are subsequent bounces for a member on the same
day after the members score is incremented, residual bounces for a
member after the member's delivery is disabled and bounces that are
recognized as such but are for a non-member address.
It seems to me that this is sufficient.
