First of all, Mailman 2.1 is end of life. See

That said, http://webserver/mailman/options/LISTNAME/EMAIL points to the
options page for the user `EMAIL` whereas
http://WEBSERVER/mailman/options/LISTNAME points to the options login
page. I think the former is appropriate.

Also, the options page for a user does have an "Avoid duplicate copies
of messages?" option, so I don't understand why you think it doesn't. If
you go to https://lists.gnu.org/mailman/options/emacs-humanities, you
need to log in and then you will see the "Avoid duplicate copies of
messages?" option at the bottom of the page. If it is not there when
logged in at https://lists.gnu.org/mailman/options/emacs-
humanities/[email protected] that is an issue with the specific
installation at lists.gnu.org.
