That said, http://webserver/mailman/options/LISTNAME/EMAIL points to the options page for the user `EMAIL` whereas http://WEBSERVER/mailman/options/LISTNAME points to the options login page. I think the former is appropriate. Also, the options page for a user does have an "Avoid duplicate copies of messages?" option, so I don't understand why you think it doesn't. If you go to https://lists.gnu.org/mailman/options/emacs-humanities, you need to log in and then you will see the "Avoid duplicate copies of messages?" option at the bottom of the page.
