What a mess. No wonder I couldn't find the testcase. Using the old repository and the command line: ./glcts --deqp-caselist=ES3-CTS.gtf.GL3Tests.packed_pixels.packed_pixels_pbo I've reproduced failure. Pushed a new fixup commit to required-internalformat and working on testing now.
