I'm not quite so sure we are looking for quick fixes as we are improving reading comprehension. There is research that backs up the fact that students who struggle with fluency also struggle with comprehension. If we can begin to improve their fluency, then in turn their comprehension will improve as well. I totally agree with your statement about what we need to provide for our struggling readers. I think when we include fluency instruction in that mix, it will create a well rounded reader.
