I have noticed on Grand Ave near Lake Street, a particular hot spot for litter and crime this summer (more than a couple of armed robberies of pedestrians in the past few weeks), that the buildings in worst shape seem to have the largest amount of trash outside them. I wonder if living in falling-apart buildings with no a/c in the sweltering heat of the summer makes people resent their landlords and wealthier neighbors, and so they throw their trash on the street as a form of protest and disrespect? Maybe not... but maybe. Down in Texas they have no public housing and no subsidized housing. I observed a lot of what we would call "one room shacks" that were owned by those who lived in them. Most were as small as my living room and in desperate need of paint... but I rarely saw one with piles of trash outside the door. Usually they were swept clean and tidy. Is ownership the difference? Or is it just that the people who end up in the worst places are the people who wouldn't take care of their own place anyway so they wind up living in slum apartments?
