[TB]  Just like a school district, I would expect payroll to be a large
portion of the expenses.  The park board is people doing things, taking
care of parks, running programs, etc.  It's not a business making or
selling wigits.  They own land, they don't depreciate it, they aren't
paying taxes (except some payroll taxes), they aren't out there trying
to turn a profit.

The comparision should by to other park systems, not to Wal-Mart.
