The governor and Crow Tribal Chairwoman Clara Nomee signed a historic 
landmark agreement Tuesday to settle longtime disputes over water use
and 
coal taxes.

The tribal-state water rights compact came out of a state legislation, 
two-day special session in June.

Water rights hae been allocated in major streams in southeastern Montana 
(including streams on the Bighorn River, Little Bighorn River and Pryor 
Creek)and resolves a 20-year-old dispute between the Crow and the state
over 
coal severance taxes.

Congress will need to ratify the compact.  Crow tribal members will need
to 
approve a referendum and it must be approved by the state water court.
