Apparently these chips were used in industrial printer machines. Searching 
on ebay for "kodak charge driver board" does yield some results of used 
PCBs with HV3418 onboard. Those boards are expensive but so far seem to be 
the only way to get the chips. I got myself one of those boards, hopefully 
the chips work.

If anyone find a different source, please add it here! Those chips are 
super useful for variety of neon projects.
