install problem - could not determine home directory

I'm getting the following error when I try to install the Newsclipper
module.

News Clipper could not determine your home directory. I tried to get your
home directory using both getpwuid and your HOME environment variable.
Running make test
  Make had some problems, maybe interrupted? Won't test
Running make install
  Make had some problems, maybe interrupted? Won't install


I am running windows98 and have ActivePerl installed.  How can I set the
HOME variable and what do I set it to?  My Perl installation is at f:/perl
and my newsclipper installation is at f:/newsclipper.
