[NCDev] 3 broken handlers fixed (ish)

The Update Handler page isn't working for me, so I'll post these fixes here.

Dilbert has been broken for months, but I switched to using the unitedmediacomic 
one instead, which was fine.  But I've just changed that to be able to get the 
new Garfield format, and low and behold it now has the same problem as the 
Dilbert one.  So I went back and fixed dilbert.pm =O)  Don't use this fixed 
unitedmediacomic one unless Garfield is all you want.

The uexpresscomic one just alters the URL for the new location of the Doonesbury 
strip, post this week's new look, so it should still work for all the others, 
too.

Hopefully the original authors are out there and can use this?  Plus any users 
who want them, replace the originals in your 
~/.NewsClipper/NewsClipper/Handlers/Acquisition directory.
