Upgrade blues

I just upgraded to ver 1.23-os.  To my dismay two of the handlers I use do not seem to
be working.
They are:

<!-- newsclipper
     <input name=yahooweather city='Lynchburg' state='VA' country='US' scale='f'>

Which gives me this error:

Which gives me column headings but no data.

Am I doing something wrong or are these handlers broken?
