I do not think %system% is a default Windows environment variable, and the brackets don't seem to belong to the syntax. Looks more like something from an A/V exception for a security product I'm very familiar with, and in that context, %[system]% is a prefix variable that usually resolves to c:\windows\system32 (or whatever drive windows is installed to)
