I forgot to add, if I remote into another machine on that network (2008 DC , 2008 SQL, or even 2012 Exchange server) I do not get that redraw affect, and they are ALL guests on the same host.
definitely, seems like something like something on that box , and I have tested after hours when no one else is logged in.
