It really does depent on the model, but in my experience, no. My 9500 stalls
if the monitor is not detected, let alone the card not responding.

My Daystar Millennium won't boot if the PeeCee monitor connected to it 
is in energy saving mode.  I have to cycle power to the monitor and then 
boot the Millennium before the monitor goes back into energy saving mode.
