Actually I'm using Juno right now, but in Indigo it worked pretty much 
the same (not very good) from what I remember...

You can try checking the boxes at "reset and delay" + "halt" - they 
don't make any difference for OpenOCD, but they may make some difference 
for GDB maybe?

Show us the first three tabs of GDB Hardware Debugging configuration - 
I'll compare with my settings
