Hi Chris, The issue you reported (re-infering process occurring even with "empty" ruleset) is indeed a bug inside SwiftOWLIM 3.0.12.
This issue has been fixed in the upcoming release of SwiftOWLIM which is to be announced probably today. Hope you won't be experiencing this problem with it.
