It would be great if there was a configuration checkbox that says "Stop
when it starts costing me money" to provide some confidence for
developers.

Yes, if you spin up another instance or role then it will go over. Also
if your site becomes very popular then it could go over the limits, but
I am guessing you would need > 1000 UV's a day before that happens.
Also now with Azure you can run multiple sites on the one Web Role so
this can allow you to host several sites for the same cost.
