and then this answer:

rundll32.exe advpack.dll,LaunchINFSection C:\Windows\Inf\sr.inf worked
for
me."

What that is doing is reinstalling your system restore which is what a
full
repair would do.  I think you should give that a try. Shouldn't do any
harm.
If that doesn't work, there is a repair function on the cd you could
try.
