That won't be sufficient. You'd have to kill the terminal. But, as
others have pointed out a simple ctrl-q is the optimal solution.

What happened is the software equivalent of scroll lock. Once you know
it's there it comes in quite handy. Say you've got a bunch of text
scrolling by too fast for you to read. Hit ctrl-s and the terminal will
pause until you hit ctrl-q.

If ctrl-s doesn't seem to do anything in your terminal, try "stty ixon".
Or disable it with "stty -ixon". Many xterms have a setting to disable
it as well.
