The suggestion of shipping a dummy plugin for development purposes makes sense and i actually had an idea on these lines but hadn't the time to make it happen. I'm adding it to my todo list. Good luck with your new plugin and if you need any support with it, don't be afraid of giving me a scream - even if you commented about my gotos.
