Thanks for the reply Aaron.  I tested it just now by DLing via http at 
138MB file.  Pmacct captured about 5% of the bytes transferred.  The load 
average is close to 0, so if its dropping packets I can't figure out why. 
I'll test with tcpdump a bit and see if I can learn anything that way.

I was thinking maybe scp might change the data amount transferred slightly 
due tot he encryption, hence the http trial.
