If you mean that all the fragments of a packet are being sent to POX via packet_in messages, then... sure? Just follow the IP RFC for doing reassembly. (That is, I don't think POX has any specific helpers for doing this, but it's not a particularly difficult algorithm if you're not trying to do it at line rate, etc.).
