[PyQt] SIP Now Available as a Mercurial Repository

I've migrated SIP from a private SVN repository to a public Mercurial
repository at...

http://www.riverbankcomputing.com/hg/sip

The only difference you should notice is that snapshot names include a
changeset reference rather than a date.

If you are using a clone or an archive then make sure you read the README
for the additional installation instructions.

I intend to migrate PyQt etc. at some point - but later rather than sooner.
