Yes the RC will be the same, but the file creation date and file size will be different. On a FTP server it would be easy to see the new date and only download when there is a new file. Example: http://mirrors.fe.up.pt/pub/apache/openoffice/4.1.2/binaries/en-US/ I really don't understand why there can't be an FTP server for the RC releases.
