Spamassassin only scores a message - nothing else.
You could recompile simscan to include regex matching and accomplish it that way, or write a maildrop script to do this since you already have the spambox enabled. I did a video on how to filter your email on the server using this method. The video was for sorting messages into folders, but it can easily be extended for other message matching rules.

If you write a spamassassin rule and give it a ridiculously high score, it would be rejected as spam. That might not be what you want though.
