Consulting RDA is time consuming. Just one example.  We are told:

"1.8.3 Numbers Expressed as Words
Substitute numerals for numbers expressed as words."

with no indication of where that provision applies, nor reference to rule 
numbers where it applies.  Of course we would not apply it in 245, and 
according to one example, it would not be applied in 250.* But where else do we 
apply it?  Is there a difference in 490$v and 830$v application?  

We are told at each element by number what other rules apply, but one must then 
consult those rule numbers.  It's all very fragmented.


"2.5.1.4 Recording Edition Statements
Transcribe an edition statement as it appears on the source of information. 
Apply the general guidelines on transcription given under
