But would ILS vendors develop their systems first, without new 
instructions/cataloging code on which to base their work?  With the exception 
of one vendor that I'm aware of, it seems to me that most vendors have waited 
until RDA was pretty much a reality before deciding to move forward with a 
redesign of their systems.  A vicious circle...
