The short answer is an unfortunate "no" to both questions. There are always variables that enter into the fray -- cost not being the least. And these costs are both in terms of software development and what is the customer willing to pay.
Regarding vendor preparation for RDA, it would have been difficult to develop a system to accommodate RDA out of the box when RDA wasn't available until June 23rd of this year. However it would indeed have been possible for ILS vendors to redesign their systems to support relational databases perhaps even using the FRBR/FRAD conceptual models as their basis. Are you saying that ILS vendors have taken our cataloging codes fully to heart in the past? I thought most complaints about ILS vendors was that they don't pay that close of attention to cataloging codes whether new or old. 2.
