The significant impact I see is that it makes updates too difficult 
and renders the Online Update for useless. I think we should ensure 
that we can easily notify and update users of developer snapshots 
including OOo 3.0 Beta. So for me this is a showstopper.

since we plan to release the Beta not as OOo-Dev but as OpenOFfice.org 
product and it installs fine aside of a 2.4 or OOo-Dev installation, I 
do not consider it as a blocker for the beta. And, of course, the final 
3.0 release (or someting like a following beta release) need to take 
care of a clean deinstallation/installation.
But you're right, for the OOo-Dev builds and it's update notifications 
it seems to be a P1 issue,
