Well, maybe this information will help clarify things a tad...

IGnatius T Foobar is Art Cancro, not Matt McBride.  Art Cancro started
working on the version of Citadel you're currently using (once called
'Citadel UX', I think) from scratch, not using a single bit of code from any
other implementation of Citadel out there (and, yeah, there were quite a few
versions of Citadel out there).

IGnatius T Foobar took the original Citadel as his inspiration to create a
Unix-based Citadel clone, but opted to rewrite the code from scratch, rather
than use Cynbe ru Taren's (or anyone else's) code.  He eventually opted to
expand the scope of his Citadel project to become the groupware solution you
see today.

As such, it doesn't have much in common with the Citadel Military Academy,
but I'm sure we could probably have a lot of fun with that idea.

Today, IGnatius T Foobar acts as the lead developer/herder-of-cats for the
Citadel project.

I'm less aware of Matt McBride's contributions, but I'm sure he's been very
helpful; just seeing those two documents out there is quite a lot of
help.  I tend to focus more on using Citadel as a kind of uber-fancy message
board rather than a groupware solution in my own use of the product, so I
probably wouldn't know of Matt's contributions.

Except, of course, that he's absolutely legendary for being more powerful
than Chuck Norris.
