I am very happy to report that there must have been something wrong with the previous install. I am able to get pop access with my new citadel external mail retrieval on linux, from the original FreeBSD install, that I have been using for imap access, since the external mail was not functioning correctly. I wish that I knew more about citadel and how it works, so that I may be able to figure out what exactly was wrong.
