As mentioned by others development is usually undertaken on a voluntary free
time level, however the community allows for members to engage in contracted
development for specific users with the proviso that the developed code be
made available to the rest of the project under the terms of the GPL. In some
cases it may be that the developed code is not suitable for inclusion in the
standard release (too specific perhaps) but that is a decision for the
community and development team to take not the contractor or the user.

Personally, I am more than willing to take on contract work to develop
modules for Citadel and to provide a commercial level of support. Monies paid
to my company in this manner will be used to pay my wages and to contribute
to the community in the form of providing more equipment to test on and to
help fund the hardware for the build farm I'm planning.

Basically if you have a great idea and plenty of time to wait for it you can
suggest it to the community and wait for it to evolve. If you need something
done quickly payment will result in it becoming "the day job".
