 It may be an issue with setting the port or IP for Webcit to connecmt to. 
Have you tried hard-setting the port and IP of the citadel server on the 
webcit daemon start script? I run my system on Centos (an RHEL-derived 
system), and have a split configuration for the webcit/citadel setup - 
this made that necessary... But it would definitely eliminate the 
possibility of a mismatch.
