[Citadel Support] New Install, any received mail is rejected by RBL

I'm new to Citadel and just installed this week.  Everything is running
smooth except for one MAJOR hiccup; any email that is received gets rejected
by the RBL.  I've checked the RBL list for some of the domains listed and
none of the domains are listed.  I've even removed the RBL server in the
configuration (webcit) but they still get rejected.  Any ideas?   Does
Citadel store the domains once they are found to be blacklisted?    I did
have about 6 RBL servers listed at one time until I tested the incoming email
and found it was being rejected.  I then reduced it to one server, checked
that a certain domain wasn't on the list and it still failed.    Can anyone
help?
