[Citadel Support] evil and SSL

Last nite we had a really noce to watch storm blow through... Bed enough I
found it prudent to shutdown my servers nice and orderly and disconnect them
in every way from the outside world.

   When I turned everything back on, ssl seems to be working again.  My only
theory on the issue was restarting webcit w/o restarting citadel may be
linked to the issue.
