goto Administration -> Edit Side wide configuration -> access and tick the
box "restrict access to internet mail"

then goto "administration -> add change delete user accounts" and edit each
user in turn ensuring the box "permission to send internet mail" is not
ticked and the access level is less than Aide. Be carefull not to make the
admin less than Aide.
