To answer my own question again. There are two workarounds to this problem
that I can see:
 * Use the Move function to move the message to another room.  However, that
does exactly what it says and the message then disappears from the original
room.
 * The other way is to use a mail client such as Thunderbird instead of
Webcit.



 It would be nice if this Forward problem could be fixed somehow, but I don't
see any configuration item that will correct it.
