Manoj, A simple case of the left hand not knowing what the right hand doeth ! Regarding disclosure of ACR's, besides several orders in the CIC, there are several decisions of SIC's also, allowing disclosure. There is also the famous order of the Supreme Court (appealed against and also turned down by a division bench) as well as an order of the Punjab and Haryana High Court.
