What's new

- With LuaTeX, spaces are not ignored after shorthands and closing
  braces can follow them.
- \textlatin and friends are deprecated. For the logos (see below) a
  new macro is used if necessary (\ensureascii), so \textlatin is not
  used in the core any more.
- \babelensure can be used to wrap caption texts with
  \foreignlanguage, as well as to enforce an encoding.
- \babeltags is just for syntactical sugar, and defines macros with
  short names to switch the language (eg, \textdeu and \deu).
- Bug fixed -- The logos \TeX and \LaTeX were typeset in a wrong font
  in some cases. Now if a non-ASCII font is not loaded they are not
  redefined at all.
- Partial compatibility with languages named as \lang@ instead
  of \l@ (plain etex/xetex/luatex).
- Bug fixed -- \bbl@allowhyphens is now ignored in vertical mode.
- Bug fixed -- Loops with \@for failed in Plain.
- Bug fixed -- A few codes in xetex where wrong when loading patterns.
- Bug fixed -- With strings=encoded captions were left unchanged in
  \MakeUppercase/\MakeLowercase.

Fix issue with "\@roman" redefinition when expansion of the
argument is required (thanks to Claudio Beccari and Enrico
Gregorio).

Experimental support for XeTeX/LuaTeX.
The language definition file now calls "greek-euenc.def" from
the greek-fontenc package to set up LICR definitions required by
the "babel-strings" and Greek numbering.
You still need to specify the font encoding 
(see test-unicode-greek.tex).

Babel 3.9b version fixes lots of bugs and adds some new features (intended 
mainly to make it compatible with Unicode engines). Some bugs have not been 
fixed to avoid backward incompatibilities, but they have been documented. Most 
of the new features (like package options) are intended to overcome issues in 
previous releases without changing significantly the behaviour of Babel.


Starting with this version, babel has been separated in a core (or "base") part,
and contributed language-specific packages.

The core part is located in the subdirectory base, the contrib part is actually
a link into CTAN's macros/latex/contrib subtree.

This is the second beta release of babel 3.9. The main aims of
this version are to fix bugs (there were lots) and to add basic
support for xetex and luatex.

Here is a list of most of the new and extended macros:
-- \usershorthands* is like \useshorthands but it makes sure
shorthands are always activated.
-- \defineshorthands can be used to (re)define system and
language shorthands, and a new level for language-dependent
user shorthands is added, which takes precedence over "normal"
user shorthands.
-- \shorthandoff* restores the original catcode or definition
(useful with ~ and ^).
-- \AfterBabelLanguage sets code to be executed at the end
of the corresponding ldf file.
-- \babelhyphen inserts a hyphen (soft, hard, nobreak...).
-- \babelhyphenation is like \hyphenation but for all
   languages or specific ones (lccode changes are taken
   into account).
-- \AddBabelHook sets code to be executed at some "events"
(\EnableBabelHook and \DisableBabelHook control them).
-- \StartBabelCommands, \SetString, and a few more, may be
   used to define encoding dependent captions (eg, utf8 for
   xetex and luatex)

New package options:
-- shorthands sets which language/system shorthands are
   allowed.
-- safe sets if bib and/or ref macros are redefined.
-- config sets a different config file.
-- main sets the main language.
-- headfoot sets the language in heads and foots.
-- noconfigs: .cfg files are not loaded.
-- showlanguages prints to the log file the languages
   preloaded
-- math sets the behaviour of shorthands in math mode
in the format.

I hope the final version will be available by March/April.
