-Caveat Lector- The North Slope was originally opened up by oddly enough BP in order to make the United States free of the need for Middle East Oil. It was not to be sold at all to anyone. It was ours. Well then they discovered it was "really" sour crude, and I'm not even sure it can be refined here, so they went to Bill Clinton and assured him that selling it to Japan was the only way the oil industry could survive in this world. I don't think BP is involved anymore, but Bill Clinton signed, and Murkowski and Stevens were slapped on the back by their oil company buddies, and they said: now let's get into the Refuge. Since George W. could care less about the environment and since the Bush family have always been well oiled so to speak, and their oil company buddies are still after the Refuge, Dubya can make a lot of money doing it this way. They figure it will be sour crude too, but the Japanese have no choice, since they seem to have no oil there, and they still want to live in the modern world. They were a lot quieter about the Refuge until they got Clinton to sign to let them sell the oil to Japan. -Caveat Lector- This particular item (that none of the Alaskan crude goes to the continental U.S.) was widely reported when the Alaska pipeline came on line. The ostensible rationale was that it was cheaper to ship the petroleum directly to Japan from Alaska than to ship it to West Coast refineries for U.S. consumption--nothing was ever said at the time, IIRC, about sulfur content. (In fact, Alaska *is* closer to the northern Japanese islands than it is to California, so this argument makes a certain kind of sense.) There was a direct tradeoff, sending the Alaska crude to Asia and increasing U.S. reliance on *Nigerian* crude. I do not believe that there was any change in oil imports from the Middle East, but then all of this was taking place in the aftermath of the Arab oil boycott. BTW, if the Alaska crude has too high a sulfur content to be used in this country, why the hell is G.W. Bush so keen on opening up the ANWR to drilling? Whom does he intend to benefit by the added production? (And yes, that's a rhetorical question...)
