The Breaks declaration prevents concurrent configuration of packages. It does not prevent concurrent unpacking. The fields relevant to unpacking are Replaces and Conflicts. I suggest spending a look at the Debian policy where you find more detail. In particular, it recommends using Breaks and Replaces concurrently in many situations. Hope this helps Helmut

The file /usr/bin/rdap is contained in the packages * icann-rdap-cli/0.0.29-2 as present in unstable * rdap/0.9.1-3+b2 as present in trixie These packages can be unpacked concurrently, because there is no relevant Replaces or Conflicts relation. Attempting to unpack these packages concurrently results in an unpack error from dpkg, because none of the packages installs a diversion for the affected file. Kind regards Helmut Grohne
