Source and compiled files for the most recent version of VOES Scanning are
available here http://www.voesolutions.com/?page_id=4

View the readme file for information on the proprietary components - you
will need them if you want to compile.  If you're looking for a FOSS
solution the Delphi source will same you some time tracking down the server
side RPC's and demonstrate how to use them.

and any work done with it could be redistributed as a binary with no fees. 

Hopefully the guys from VOES will jump in here and discuss the remainder of
the source code, which I believe is licensed under LGPL for at least the
part done for the VOE project and maybe all of it.  I can't find a copy of
the 
source code.   I am not sure I ever had it.
