Indeed I ran into the same troubles as yours. Now I can testify we are at least 2 people running this tuner 38 with your settings. It works like a charm. :)
I'm not using TV-Out so I commented out ivtv-fb, this lead to no issue.


A few more details : My system is Debian unstable Kernel 2.4.28, ivtv is
0.2rc3. I'm in France with a PVR 350 992 model (SECAM).

Note that I spent some time on the 'ivtvctl -I' output. Indeed it still
showed "Signal : BAD" after the boot.
Still, I tried mplayer to catch /dev/video and ptune-ui.pl for tuning. I
was eventually able to tune every channel with a top-notch image!
