Do not use the LyX settings. Use a package which does it all for you.
For example:
- enabled ->Document->Settings->Fonts->Don't use TeX fonts - Use 
"Standard" for the font families - Insert into ->Document-> 
Settings->LaTeX Preamble


\usepackage{libertinus-otf}

\usepackage[Scale=MatchLowercase,FakeStretch=0.85]{juliamono}

There are some more packages which do the font setting.

It makes no sense to use T1 encoding fonts together with lualatex.
At least enable Document->Settings->Fonts->Don't use TeX fonts
Then your example works.
