As a temporary measure I've added an appropriate CHANGES file so that link
should work now.

The only significant change was the fix for CVE-2013-0169

This link is dead.  I assume it should now point to gitweb.

It also looks like this file wasn't updated before the release... (now
fixed but obviously not in the release itself).
