I'm a fan of talking to the inspector directly for their take. Explain the situation. It seems like having 2" of PVC inside a TA and mounting a metal jbox as low as possible and transitioning to metal from there should be reasonable. Not sure your exact situation, but a 230.6 argument could potentially be made, as this exemption is often applied to “other than service conductors”. Installed under min 2” of concrete can be considered “outside of the building”.
