I dont think that you need a perl script to do so.
After creating the accounts I use the command line
net accounts /maxpwage:unlimited
try net accounts /help on cmd for an explanation
The only bad thing is that this will set the PW-limits for all accounts. But

What is wrong is that you are unable to set the password expiration
flag from the net command (even though you can set just about
everything else...don't get me started). The expires option is for
account expiration, not password expiration.
