This has probably been mentioned before, but I can't find any mention of
it in the list archive or any [gentoo] solutions on Google. Here's the
problem, after a recent 'emerge -uNDav world' parts of my locale are now
unset.

error :( There's a lot of stuff in the archive about
it but nothing I've seen so far seems to suit my case.
I ran emerge --sync successfully and then tried -uv
world; it failed trying to compile sed-4.1.4

There are still occasional segfaults during mkdir -p operations in the
mkinstalldirs script when I do make install of various packages. I
have no clue why but re-running make install makes make pass over
