I don't think libinput maintainers would care.

This is a new installation:
mouse and keyboard don't respond at all
dmesg sees them and in the Xorg.0.log
libinput sees them both but it keeps saying

I checked the logs and can't find anything obvious.
However:
1) My "xorg.conf" is empty
2) /etc/xorg.conf.d has 2 files:
"20opengl.conf" which contains:

With the demise of xf86-input-mouse and xf86-input-keyboard,
xf86-input-libinput is put forward as a replacement.
But it (or rather libinput) has udev as a hard dependency.
I have a ps2 keyboard and a 3-button serial mouse, so there is frankly
no use for udev here, nor would it help anything

You can,
1. run X as root
2. either do
mknod -m 600 /dev/inp
I have a Microsoft Touch mouse that used to work fine with libinput, but
recently something has changed and I have lost much of the functionality.
libinput recognises it but doesn't seem to have the mapping - does
anyone have a libinput conf file for this?

If you want to use a mouse with Vim, why don't you use Gvim ?
I've had a desktop devoted to Gvim always open for many years.
I guess I'll need to downgrade packages till I find the one causing the change in the
behaviour. I was thinking to start with vim and libinput.
Looks like

I have this in my config file:
Section "InputClass"
Identifier "Keyboard"
Driver "libinput"
MatchIsKeyboard "on"
Option "xkbmodel" "evdev"
Option "xkblayout" "us"
Option "xkbvariant" "altgr-intl"
Option "xkbrules" "evdev"
Option "xkboptions" "nodeadkeys"
EndSection
Maybe it helps.
